can i use windows xp software from dead pc for a different pc with no os and what is processer speed needed?

my dell blew up and there are pretty good deals on ebay and want to get a spare pc for backup what is minimum processor speed and can i use the os software from my old pc

sure install it thru CMD or a linux boot up if you have the know how.

no idea on the processor…
